It can be done via the HPSEB website: http://www.hpseb.in/OnlinePayment/index.html
which looks a bit shady but works fine and then there is also PayTM. Till now, PayTM didn’t have Himachal State Board but now HPSEB is registered and you can pay electricity bills online very easily…
